I have examined the accompanying Ordinance intituled

An Ordinance to provide for the licensing and control of places

where persons are lodged for hire,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2.

The general object of the Ordinance is to provide powers for

the licensing and control of hotels, boarding houses and all places

where persons are lodged for hire and where some domestic service is

rendred to the persons so lodged. These are all included in the

Ordinance under the generic term "boarding house",
